Two law students have been arrested by Delhi Police after allegedly creating a disturbance inside the Supreme Court during a hearing last week. The accused, identified as Prabal Pratap Singh and Chander Bhan, are facing charges linked to disrupting court proceedings, obstructing public servants from performing their duties, and allegedly manhandling security personnel.
According to police, the investigation is continuing to determine whether the incident was planned in advance or carried out spontaneously.
What happened inside the Supreme Court?
The incident took place on July 10 when Prabal Pratap Singh appeared before the Supreme Court in person. During the hearing, he allegedly began using abusive and objectionable language against the Chief Justice. He also threw papers inside the courtroom, creating a disruption that briefly affected the proceedings.
Security personnel stationed inside the court intervened to restore order. Police alleged that when officers attempted to stop him, Singh pushed one of the security staff members and obstructed them from carrying out their official duties.

Following a complaint filed by the security personnel, Tilak Marg Police registered an FIR under relevant provisions of the Bharatiya Nyaya Sanhita (BNS).
Supreme Court declines contempt action
Despite the disruption, the Supreme Court decided not to initiate contempt proceedings or take any other coercive action against the accused.
During the hearing, the court observed, “He is very disturbed… it’s all frustration. We only have sympathies for him.”
Later, Chief Justice of India Surya Kant also appealed for restraint while referring to the incident.
“Ignore the incident. Youngsters sometimes do such things,” Justice Surya Kant said.
He further stressed the importance of safeguarding the credibility of constitutional institutions, stating, “I would like to say that we all have a duty to uphold the dignity and image of all constitutional institutions. We all have a duty to protect them and ensure their prestige is maintained.”
Who are the accused?
Prabal Pratap Singh is a resident of Etawah district in Uttar Pradesh and is pursuing the third year of his LLB at Lucknow University. The second accused, Chander Bhan, belongs to Rae Bareli district and is a second-year law student.

Police said both were sent to the Institute of Human Behaviour and Allied Sciences (IHBAS) for medical examination after the Supreme Court’s observations. Doctors found both individuals to be mentally sound.
Investigators also recovered pamphlets containing objectionable language from their possession.
After their arrest, both accused were produced before a Delhi court, which granted Delhi Police two days of custody. Investigators are questioning them to find out whether the courtroom disruption involved any conspiracy or prior planning.
