Prime Minister Narendra Modi (PM Modi) has shared another Instagram video highlighting the Centre’s efforts to tackle paper leaks, marking his fourth post on the issue in less than a week. The latest video comes after Parliament passed the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, which introduces tougher penalties for those involved in exam fraud and paper leak rackets.
The Bill was passed by the Lok Sabha on Wednesday and received approval from the Rajya Sabha on Thursday.
PM Modi says stronger laws will protect students’ future
In the video posted on Thursday night, PM Modi said the passage of the legislation is an important step towards building a more reliable examination system. He noted that the government has been working on multiple fronts to improve the integrity of public examinations, including the formation of a task force, setting up fast-track courts and consulting state governments.

“Because, for the past several decades, every state and the Centre have been facing the issue of paper leaks. Due to this, the future of children is facing a crisis. Keeping all this in mind, across the nation – in all states as well as at the Centre – reforming the education system has become a must. Using technology to the maximum has become necessary. And, along with this, any paper mafia, paper-leaking gang, or gang playing with the future of the nation’s children will not be spared. Strict laws are needed for this,” he said in Hindi.
The Prime Minister also referred to the discussions held in both Houses of Parliament before the Bill was passed.
“We introduced a Bill in Parliament and, as I promised you, over the past two days, extensive discussions took place in both Houses of Parliament. Today, both Houses have passed this Bill, which contains strict laws. A significant milestone has been achieved towards building a trustworthy examination system. This work will continue. We will not allow such conditions to persist for long. With this trust, friends, let us all walk shoulder to shoulder to fulfil the dream of a developed India (Viksit Bharat),” he added.
What the amendment Bill proposes?
The Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, significantly strengthens legal action against paper leaks and organised examination fraud.
Under the proposed changes, individuals found guilty of leaking question papers or using unfair means could face imprisonment ranging from five to 10 years, along with a fine of up to Rs 50 lakh.
For organised offences involving paper leak networks, the punishment is more severe. The Bill provides for a minimum jail term of seven years and a fine of at least Rs 10 crore.

The amendment also allows state governments and Union Territory administrations to designate courts of session as special fast-track courts for paper leak cases. These courts are expected to complete trials within three months of the filing of the chargesheet.
Series of Instagram videos on examination reforms
The latest video is part of a series of Instagram posts by PM Modi focused on examination reforms.
In his first video on July 23, released during the Cockroach Janta Party-led protests over paper leaks, he announced that a fast-track court had been set up for such cases and said the government would introduce a stricter law to deal with the issue.
A day later, he thanked young people for sharing their suggestions and said his connection with the country’s youth would continue to grow stronger.
On July 26, the Prime Minister announced the formation of a task force led by Infosys co-founder Nandan Nilekani to examine India’s examination system and recommend reforms to the government.
Earlier, on July 24, PM Modi had also encouraged Union Cabinet colleagues to engage more actively with younger audiences through Instagram.
