Cockroach Janta Party (CJP) founder Abhijeet Dipke has taken another swipe at Prime Minister Narendra Modi after the latter shared a fresh video highlighting the Centre’s efforts to curb examination paper leaks.

In a selfie-style video posted on Thursday, PM Modi welcomed Parliament’s passage of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, calling it a significant step towards building a fair and credible examination system. He said the government would continue strengthening the examination process through stricter laws and technology, while asserting that the “paper mafia” would not be spared.

Soon after the video was posted on Instagram, Dipke responded in the comments section, writing, “Your skin is brighter than the country’s future.”

The remark comes amid an ongoing political debate over recurring examination paper leaks and the government’s response to the issue.

CJP questions effectiveness of the new anti-paper leak law

The anti-paper leak legislation cleared both Houses of Parliament this week. The amended law increases prison terms and financial penalties for examination fraud, mandates time-bound investigations and requires states to establish fast-track courts for paper leak cases.

The amendments were introduced after fresh paper leak allegations this year triggered widespread student protests. The controversy eventually led to the resignation of Dharmendra Pradhan as education minister, with Pralhad Joshi later taking charge of the ministry.

Before the Bill was passed, the CJP argued that the proposed changes focused more on punishing those involved after a leak than preventing such incidents from taking place.

In an earlier video message on X, CJP national spokesperson Ashutosh Ranka said, “You have been talking about everything after the paper leak, whether it is fast-track courts, harsher punishments or penalties. But you have not talked about what you are doing to stop paper leaks.”

He also urged the Centre to introduce structural reforms, including an overhaul of the National Testing Agency (NTA) and greater transparency in examination schedules.

Dipke raises questions over implementation

Speaking to reporters on Wednesday, Dipke questioned whether new laws alone could solve the problem.

“I think bills will keep coming, but until the intentions of these people are right, nothing can happen. Many good laws have been made in this country through reforms. One law after another gets passed here,” he said.

Referring to the proposed fast-track courts, Dipke added, “Narendra Modi had promised a fast-track court three days ago, and people were very happy, thinking there would be a fast-track court for paper leak cases. But what happened? The very first hearing itself was postponed because the CBI’s counsel did not show up. So you can make whatever laws you want, but until the people implementing them are good, what is the point of those laws?”

Latest criticism follows earlier remarks on PM Modi’s videos

Thursday’s message was the fourth selfie-style video released by PM Modi on the paper leak issue in less than a week.

Dipke’s latest comment follows another criticism made a day earlier, when he suggested that the Prime Minister should become a social media influencer instead.

“I think (PM Modi) should become an influencer. He is doing very well at that. If he is such a good influencer, then he should leave the Prime Minister’s chair, become an influencer, and let someone else do the job,” Dipke had said while speaking to reporters in his hometown in Maharashtra.

His remarks echoed criticism from Congress MP Priyanka Gandhi, who said in Parliament earlier this week, “You can’t get Gen Z’s support by making videos from new angles. The PM has to change the angle of his heart, not the camera angle.”
