For years, passengers carrying more luggage than their free allowance had to handle the process manually at the station. According to Indian Railways’ existing luggage rules, travellers were expected to approach the luggage office well before the train’s departure, produce their journey ticket, get an endorsement on it and collect a separate luggage ticket after paying the prescribed charges.
If unbooked or partially booked luggage was detected en route or at the destination, the excess could attract a six-times luggage scale rate in some cases, while luggage beyond the free allowance but within the marginal allowance was charged at 1.5 times the luggage rate.
From July 31, Indian Railways will allow much of this process to begin online, enabling passengers with confirmed reserved tickets to pre-book excess luggage before reaching the station.
The luggage, however, will still need to be presented at the parcel office for weighing and final confirmation before travel.

Passangers Carrying Excess Luggage Can Book It Online From July 31st, Or Else Pay Penalties
A modern turn for an old railway ritual
Indian Railways, by digitising the first step of booking excess luggage, is allowing passengers to initiate the process online instead of beginning it at the parcel counter.
The Railway Board’s Freight Marketing Circular No. 16 of 2026 says Indian Railways has decided to implement “online booking of personal luggage to be carried along with passenger inside reserved compartment on confirmed tickets” with effect from July 31, 2026.
The circular notes that this was first approved in principle in March 2025 and later proposed for rollout by CRIS on June 25, 2026.
It also makes clear that the facility will apply only to passengers with confirmed reserved tickets. The new service will be available through the IRCTC portal while passengers book their train tickets.
The integrated process will show class-wise allowances, maximum weight limits, restricted items and penalty structures before departure.
The station queue yields a little ground
Under the new system, passengers will no longer need to queue at the luggage counter first and then arrange the paperwork separately.
Instead, they will enter journey details online, get an estimate of the freight charge and complete the booking within the digital workflow.
The Railway Board circular says the list of restricted items, class-wise free allowance, maximum weight limits and penalties for excess luggage will be displayed during the booking process.
The official railway parcel portal already includes a luggage booking section, which shows that the new arrangement is being built into the existing parcel infrastructure rather than introduced as an entirely separate service.

New convenience, familiar limits
The class-wise limits remain important, because the online service is designed to make those rules visible before travel begins.
AC First Class carries a 70 kg free allowance and a 150 kg maximum limit; First Class and AC 2-Tier allow 50 kg free and up to 100 kg total; Sleeper Class allows 40 kg free and up to 80 kg total; and Second Class allows 35 kg free and up to 70 kg total.
For the AC 3-Tier, AC 3 Economy and AC Chair Car, the free allowance and maximum permissible weight are both capped at 40 kg.
The Railway Board circular also states that for 3AC/3P/CC, excess luggage booking will not be allowed except in cases where the free allowance itself is chargeable.
For passengers, the change mainly shifts excess-luggage handling from an early-morning counter visit to a pre-declared online booking step, while the core allowance rules remain intact.
